With more than 25 years of experience in higher education, Tomiko Hale has built a career centered on supporting people, strengthening organizations, and advancing institutional excellence. As Director of Personnel Services for the School of Engineering at the University of California, Merced, she brings both strategic insight and a people-first approach to a complex and evolving portfolio.
Tomiko’s work sits at the intersection of policy, process, and community. She oversees a wide range of personnel functions—including academic appointments, recruitment, compensation, and employee benefits—while also helping shape the policies and practices that guide them. Known for her ability to navigate complex systems with clarity and care, she partners closely with faculty, leadership, and staff to ensure processes are not only compliant, but also thoughtful and effective.
Her expertise includes faculty hiring, advancement and promotion processes, and both domestic and international recruitment, including visa and immigration support. Whether managing high-level personnel actions or advising on sensitive matters, Tomiko is recognized for her steady leadership, attention to detail, and commitment to service.
Before stepping into her current role, Tomiko served as Director of Engineering Graduate Student Services, where she played an integral role in supporting the growth and success of graduate programs. Her connection to students remains a central part of her work and purpose. As the founding advisor for the National Society of Black Engineers chapter at UC Merced, she has helped create a lasting foundation of mentorship, leadership, and community for students.
Tomiko earned her bachelor’s degree in Sociology from University of California, Los Angeles and a Master of Education in Postsecondary Administration and Student Affairs from University of Southern California. These experiences helped shape her commitment to access, equity, and student success—values that continue to guide her work today.
At her core, Tomiko is an advocate—for her team, for the faculty and staff she supports, and for the systems that enable people to do their best work. She is deeply committed to removing barriers, building strong relationships, and fostering an environment where individuals and teams can thrive.
